Arbeiter-Samariter-Bund, Deutschland e.V. (ASB) is the Worker’s Samaritan Federation of Germany.
ASB currently has projects throughout the country.
To design houses, monitor construction progress and give a high level of technical guidance to
individual beneficiaries and labourers building technical capacity and to ensure the government building
regulations and safety standard.
Key tasks includes
Conduct assessments on existing shelter/housing in target communities.
Evaluate what materials are available to contribute towards new house
Participate actively in community placing meetings facilitated by Community Mobilisers.
Conduct participatory housing design clinics in target communities.
Modify construction details to site specification
Prepare BOQ for individual sites
Prepare drawings for individual household and facilitate building approval process.
Provide technical advice to beneficiaries right through the construction process
Site cleaning, Setting out of foundation, Excavation of foundation, Checking by materials
and quality of building construction, Maintaining site documentation, Superstructure, Roof,
Doors and windows, Final finishing
Monitoring of construction quality and recommendation for payments.
Identifying vulnerable households and bring them to the attention of Community Mobilisers.
Coordinate with BRCs with procument of material and labour
Coordinate technical training programme for beneficiaries and trademen with Practical Action.
Reporting construction progress and any technical issues to Project Engineer for further
Proven skills in overseeing single storey house construction; Good Knowledge of Community/Owner
Driven Housing Methodologies including participatory housing design, community mobilization and cost
effective housing technologies; Ability to work in partnership with communities, local authorities and
other stakeholders; Good communication skills in Tamil and Singhala and an understanding of English;
Ability to draw and write reports; Ability to ride a motor cycle; Be flexible in his /her working hours and
perform other duties as directed by line manager/ supervisor.
Educational qualification and work experience:
Completed Higher National Diploma in Civil Engineering or National Diploma Technology (Civil) or
Diploma Technology (Civil Engineering) conducted by The Open University or completed in National
Diploma in Engineering Science (Civil) or National Certificate of Technology (Civil) or any other
equivalent civil engineering qualification. At least 3 years of relevant professional experience preferable
in owner driven housing projects.
